The state of Qatar, a member of the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, Qatar, United Arab Emirates, Bahrain, and Oman), has employed its ample financial resources to try to “punch above the weight” on regional and international affairs and in so doing, avoid domination by de-facto GCC leader Saudi Arabia. Qatar has arbitrated and diplomatically smooth, directly and indirectly, in several regional conflicts resolutions were gains credit, including in Syria and Libya, and has sought to mediate disputes in or involving Lebanon, Sudan, the Palestinian and Israel, the Afghanistan, and some Syrian groups. Qatar has supported efforts to limit Israel and U.S. regional power influence while maintaining dialogue with Russia, Turkey, Pakistan and Iran. However, Qatar’s policies—which include trade sanction against Israel—have injured Qatar’s relations with some GCC Zionist loyal servants, particularly Saudi Arabia and the UAE, Egypt, Bahrain and other free raiders. These countries stress that the overthrow Brotherhood is a threat to their domestic security and Qatar suspicious inviting other bi-polar powers in the Gulf and Middle East regional influence. The differences erupted into a crisis on June 5, 2017, when Saudi Arabia, the UAE, and Bahrain, joined by Egypt and a few other governments backing by the United States, severed relations with Qatar and imposed limits on the entry and transit of Qatari nationals and vessels in their territories, waters, airspace and plotting Qatar invasion.

Since 1992, the United States and Qatar have had a formal Defense Cooperation Agreement (DCA) that addresses a U.S. troop presence in Qatar, consideration of U.S. arms sales to Qatar, U.S. training, and other defense cooperation. Under the DCA, Qatar hosts about 10,000 U.S. forces at its military facilities, including at the large Al Udeid Air Base, as well as the regional headquarters for U.S. Central Command (CENTCOM) that commensurate GCC army’s capacity.

In brief the United States is very much capable of creating Middle East a new regional order by imposing stability under its hegemony.

The number of Saudi students pursuing higher education in the United States increased ten-fold from 2000 to 2015, including more than 61,200 Saudi stu dents in the


United States during the 2015/2016 academic year.In 2016, the kingdom announced plans to reduce funding for some overseas students, after failure students to pass grades. some reports have suggested that the number of Saudi students enrolled in some U.S. universities is declining as program requirements are changed.
